Comentário do professor
End up by November 1, 2013 completa corretamente a frase porque retoma a ideia do deadline apresentado no texto: "The application deadline is November 1, 2013." A construção "The applications will end up..." indica que as candidaturas chegarão ao fim/serão encerradas num determinado momento.
A forma verbal no futuro simples ("will end up") concorda com o enunciado inicial e transmite a ideia de prazo final.
