William Shakespeare (23 April 1564 – 23 April 1616), who was an English playwright, poet and actor, is regarded as the greatest writer in the English language and one of the most famous in the history of humanity. He was very fond of creating words, of which Arch-villain is an example. He also created words by attaching prefixes or suffixes to existing phrases. In Romeo and Juliet, Shakespeare popped ‘un’ in front of ‘comfortable’ to create a word that’s now used every day by people around the world.

A expressão é uma adjective clause porque é uma oração que descreve um substantivo. Começa com o pronome relativo who, que retoma "William Shakespeare".
Tem subject e verb ("who was"), portanto é uma oração (clause), não apenas um grupo nominal. Sua função é qualificar o nome, fornecendo informação adicional sobre a pessoa mencionada.
Está isolada por vírgulas, indicando que é uma oração relativa non-restrictive, ou seja, acrescenta informação explicativa sem limitar a identificação do sujeito.
Se removermos a oração, a frase principal continua coerente: William Shakespeare is regarded as the greatest writer... Isso confirma que a oração atua como um modificador adjetival, logo é uma adjective clause.
